Lifting equipment failures are one of Singapore's most serious workplace hazards. A dropped load, a sling failure, or an overloaded crane does not just damage property — it kills. This is why the Ministry of Manpower (MOM) regulates lifting equipment more strictly than almost any other category of workplace equipment.
But MOM's lifting equipment regulations are spread across multiple pieces of legislation, codes of practice, and guidelines — and many contractors, safety officers, and engineers in Singapore are not fully clear on what is required, by whom, and how often.

The Legal Framework: What Governs Lifting Equipment in Singapore (MOM lifting equipment compliance Singapore)
Lifting equipment compliance in Singapore sits under several pieces of legislation and supporting documents:
Workplace Safety and Health Act (Cap. 354A)
The primary legislation. The WSH Act establishes the duty of care that employers, principals, and contractors owe to workers and members of the public. Under the WSH Act, every person who has control over a workplace — including the use of lifting equipment — has a legal duty to ensure that equipment is safe.
WSH (General Provisions) Regulations
Sets out general requirements for workplace safety, including the safe use of machinery and equipment.
WSH (Operation of Cranes) Regulations
Specifically governs the use of cranes in Singapore, including mobile cranes, tower cranes, and overhead cranes. Sets out requirements for crane operators, riggers, signalmen, and the inspection and testing of cranes and their lifting accessories.
WSH (Lifting Operations) Regulations
The most directly relevant regulation for lifting equipment. Governs lifting operations generally — including the use of lifting slings, shackles, hoists, and other lifting accessories — and sets out requirements for:
Competent Persons
Proof load testing
Inspection intervals
Documentation and record-keeping
Singapore Standard SS 569
The Code of Practice for the Safe Use of Lifting Equipment. Not legally binding on its own, but widely referenced by MOM and treated as the benchmark for safe practice. Compliance with SS 569 is strong evidence of meeting your WSH Act duty of care.
Approved Codes of Practice (ACOPs)
MOM publishes Approved Codes of Practice covering specific lifting operations — including cranes, hoists, and rigging. ACOPs have a special legal status: if you follow an ACOP, you are presumed to have complied with the relevant WSH regulation. If you do not follow an ACOP, you must demonstrate that you have met the regulatory requirement by another equally effective means.
What Equipment Is Covered?
MOM's lifting equipment regulations cover a broad range of equipment. If it is used to lift a load in a workplace, it is almost certainly regulated. This includes:
Lifting appliances (equipment that does the lifting):
Mobile cranes — crawler, rough terrain, all-terrain, truck-mounted
Tower cranes — hammerhead, luffing jib, self-erecting
Overhead travelling cranes (OHT) and gantry cranes

What Is Proof Load Testing?
A proof load test applies a controlled load — greater than the equipment's rated Safe Working Load (SWL) — to verify that the equipment can safely carry its rated capacity. It is not a destructive test. The equipment is loaded to the proof load, held, and then inspected for any deformation, cracking, or failure. Equipment that passes remains in service with its SWL confirmed.

When Must Proof Load Testing Be Done?
Before first use: All lifting equipment must be proof load tested before being put into service for the first time. This applies to new equipment purchased from a supplier — the test certificate from the manufacturer or an accredited testing body is the record of this first test.
After repair or modification: Any lifting equipment that has been repaired, modified, or altered must be re-proof load tested before being returned to service. This includes:
Spreader beams that have been modified or repaired
Cranes that have undergone structural repair
After a suspected overload event: If equipment has been accidentally overloaded — even if it appears undamaged — it must be removed from service and re-proof load tested by a Competent Person before returning to use.
After involvement in an accident: Any lifting equipment involved in a lifting incident — whether or not it caused or contributed to the incident — must be examined and, where appropriate, re-proof load tested before being returned to service.
Inspection Intervals: How Often Must Equipment Be Inspected?
MOM sets minimum inspection intervals for all regulated lifting equipment. These are minimum requirements — higher-risk environments, more intensive use, and adverse conditions all justify more frequent inspection.

The Competent Person: Who They Are and What They Must Do
The concept of the Competent Person (CP) is central to Singapore's lifting equipment compliance framework. Understanding who qualifies as a CP and what their role is essential for every site safety officer and contractor.
Who Is a Competent Person for Lifting Equipment?
Under the WSH Act and its subsidiary regulations, a Competent Person for lifting equipment is a person who:
Has the knowledge, training, and experience to carry out inspection and testing of the specific type of lifting equipment
Is recognised by MOM for this purpose — either through a prescribed qualification, registration, or demonstrated competency accepted by MOM
For lifting accessories (slings, shackles, chains), a CP is typically:
A qualified rigger with appropriate training and experience
An engineer or safety professional with specific lifting equipment competency
A representative of the manufacturer or accredited testing body
For cranes, the requirements are more specific:
Crane inspections must be carried out by a person from a Licensed Crane Contractor (LCC) — a company licensed by MOM specifically for this purpose
The individual carrying out the inspection must hold the appropriate MOM-recognised qualification
What the Competent Person Must Do
During a formal inspection of lifting accessories, the CP must:
Examine the full length of every sling — including both eyes, the body, and any terminations
Measure wire rope diameters, chain link dimensions, and other measurable parameters against original specifications
Identify and record any defects — broken wires, corrosion, wear, deformation, chemical damage
Make a pass/fail determination — equipment that does not meet the retirement criteria continues in service; equipment that fails must be condemned
Issue a written inspection record — documenting the equipment examined, its condition, the CP's findings, and the date of next required inspection
Mark condemned equipment — retired equipment must be tagged "CONDEMNED — DO NOT USE" and rendered unusable before disposal
Documentation You Must Maintain
MOM can request your lifting equipment records at any time — during a routine inspection, following a workplace incident, or as part of an investigation. The following documentation must be maintained and available:
For Every Piece of Lifting Equipment:
Original test certificate — from the manufacturer or accredited testing body, confirming proof load test before first use
Inspection records — dated records of every formal inspection by a CP, including findings and pass/fail status
Repair and modification records — documentation of any repairs, replacement components, or modifications, plus the re-proof load test certificate following repair
Identification records — a register linking each piece of equipment to its serial number, SWL, date of purchase, and inspection history
Condemnation records — records of equipment removed from service, including the reason for condemnation and confirmation of disposal

Maintain a lifting equipment register — a spreadsheet or document that lists every piece of lifting equipment in use, with columns for:

Colour Coding of Lifting Equipment: Is It Required in Singapore?
Colour coding is not a specific MOM legal requirement — but it is a widely adopted best practice in Singapore, recommended in SS 569 and used on most major construction sites and shipyards.
The most common colour coding system in use in Singapore:

Lifting accessories inspected and certified in a given year are tagged or painted with that year's colour. Site safety officers can immediately identify equipment due for re-inspection — if the colour does not match the current year, the equipment should not be in use until re-inspected.
FRT Tip: Even if colour coding is not mandated on your site, implementing it dramatically reduces the risk of out-of-date equipment being used. It is a cheap, visible, and effective control.
What Happens If You Fail to Comply?
Non-compliance with MOM's lifting equipment regulations is not a minor administrative issue. The consequences include:
Stop-Work Order (SWO): MOM inspectors can issue a Stop-Work Order immediately upon finding serious non-compliance — including the use of uncertified equipment, missing inspection records, or lifting operations carried out without a Competent Person. A SWO halts all work on the affected site until compliance is demonstrated.
Composition Fines: MOM can issue composition fines for WSH Act contraventions. Fines for lifting equipment non-compliance can reach into the tens of thousands of dollars per offence.
Prosecution: For serious or repeated non-compliance — particularly where a workplace incident has occurred — MOM can prosecute individuals and companies under the WSH Act. Conviction can result in fines of up to S$500,000 for companies and S$100,000 plus imprisonment for individuals.
Civil Liability: If a lifting equipment failure causes injury or death and non-compliance with MOM regulations contributed to it, the employer and contractor face significant civil liability — including damages claims from injured workers and their families.
