Webbing Sling Inspection and Retirement in Singapore: The Complete Guide for Riggers and Safety Officers

A webbing sling that fails does not give warning. It does not stretch, crack, or make a sound before it goes. It simply fails — and the load drops.

Sling failure is always a consequence of one of two things: using the wrong sling for the job, or continuing to use a sling that should have been retired. Both are preventable. Both kill people.

Singapore's MOM regulations require that webbing slings be inspected before every lift and formally inspected by a Competent Person at least every 12 months. But the regulations describe the minimum — not the complete picture. This guide explains exactly what to look for, what each type of damage means, when a sling must be retired, and what MOM requires for documentation.


Why Webbing Sling Inspection Is Different From Wire Rope or Chain Inspection

Wire rope and chain slings show deterioration in ways that are relatively straightforward to identify — broken wires, corroded links, deformed hooks. The damage is metallic and largely visible.

Webbing sling damage is more subtle and more dangerous because:

  • Polyester can be severely weakened with no visible external damage — chemical attack, UV degradation, and heat damage all reduce strength without obvious external signs

  • The damage that matters most is often hidden — a cut on the underside of a sling, contamination absorbed into the webbing, or UV degradation of inner fibres

  • Load damage accumulates invisibly — a sling subjected to repeated near-SWL loads accumulates internal fibre fatigue that does not show externally

This is why webbing sling inspection requires more than a quick visual check — it requires a systematic, hands-on examination of the entire sling, and the knowledge to identify what each type of damage means.


Pre-Use Inspection: Before Every Single Lift

Every webbing sling must be inspected before each use by the rigger or operator. This is not optional and is not only a formal 12-month inspection requirement — it applies before every lift, every time.

The pre-use inspection takes 60 to 90 seconds per sling when done correctly. Here is exactly what to check:


Step 1 — Check the Identification Label

The identification label is the sling's MOM compliance document. Before you even look at the webbing, confirm:

  •  The label is present and securely attached

  •  The SWL is legible — confirm it meets or exceeds the required capacity for this lift

  •  The serial number is visible

  •  The label shows no signs of damage, chemical attack, or obliteration

If the label is missing or illegible — remove from service immediately. A sling without a readable label cannot be used, regardless of its physical condition.

Step 2 — Check the Webbing Body

Run the sling through your hands along its full length, examining both faces and all four edges:

Cuts and tears:

  •  No cuts across the width — even a small transverse cut dramatically reduces strength

  •  No tears or rips in the webbing face

  •  No pulled or broken yarns visible on either face

Abrasion:

  •  No significant abrasion wearing through the outer yarns

  •  Surface fuzz from light abrasion is acceptable — worn-through yarns are not

  •  Pay particular attention to areas that regularly contact hooks, shackle pins, or load edges

Chemical damage:

  •  No staining, discolouration, or hardening suggesting chemical contamination

  •  Acid attack produces a powdery or brittle texture — retire immediately

  •  Alkali attack produces a softened or mushy texture — retire immediately

  •  Any unknown staining — treat as chemical contamination and retire

Heat damage:

  •  No melting, hardening, or glazing of the webbing surface

  •  Welding spark damage appears as small burns or holes — retire immediately

  •  Heat stiffening of the webbing indicates proximity to excessive heat — retire

UV damage:

  •  Significant fading or bleaching of colour suggests extended UV exposure

  •  Brittleness or cracking of the polyester surface suggests advanced UV degradation

  •  Slings stored outdoors in Singapore without cover degrade faster than indoor slings — inspect more frequently


Step 3 — Check the Eyes

The sling eyes are the highest-wear points — they contact hooks and shackle pins on every lift. Examine each eye carefully:

  •  No cuts or tears in the eye webbing

  •  No significant abrasion wear at the hook contact point

  •  Eye reinforcement stitching intact — no pulled or broken stitching visible

  •  Eye shape not distorted — the eye should be a consistent width, not narrowed or twisted

  •  Thimble (if fitted) — present, seated correctly, not cracked or deformed


Step 4 — Check the Stitching

The load transfer stitching at the eye connections is a critical structural element — it transfers load between the sling body and the eye loops:

  •  No broken stitches in the eye connection area

  •  No pulled stitching where thread has been dragged out of the webbing

  •  No chemical degradation of the stitching thread (different material to webbing may degrade differently)


Step 5 — Final Check

  •  The sling is the correct SWL for the planned lift

  •  The sling is the correct length for the planned rigging angle

  •  No kinks or permanent twists in the webbing body

  •  No previous condemnation markings visible


What Each Type of Damage Means

uts and Transverse Damage — Retire Immediately

A cut across the width of a webbing sling is the most dangerous form of damage. Even a small cut — just a few millimetres deep — severs load-bearing yarns and creates a stress concentration that propagates rapidly under load.

Rule: Any cut that penetrates through the outer layer of the webbing — regardless of size — is a reason to retire the sling immediately.

Abrasion — Monitor or Retire

Surface abrasion that produces fuzz on the webbing surface is normal wear from contact with loads and rigging equipment. It is acceptable as long as it remains superficial.

Retire when:

  • Abrasion has worn through the outer yarns and inner yarns are visible or disturbed

  • Abrasion has reduced the visible webbing thickness significantly

  • Abrasion is concentrated at the eye contact area (the most critical location)

Chemical Attack — Retire Immediately

Polyester is resistant to many chemicals but vulnerable to others — particularly strong acids and oxidising agents. Chemical damage is particularly dangerous because it is not always visible. The polyester fibres lose strength internally while the surface may appear relatively normal.

Key chemical vulnerabilities of polyester:

  • Strong acids — attack polyester aggressively. Sulphuric acid, hydrochloric acid, and nitric acid are all highly damaging

  • Bleaches and oxidising agents — degrade polyester fibres

  • Unknown chemical contamination — if a sling has been contaminated with any unknown substance, retire it

If there is any doubt about chemical exposure — retire the sling. Do not use a sling that has been contaminated with any chemical until its condition has been assessed by a Competent Person.


Heat and UV Damage — Retire if in Doubt

Heat damage: Polyester melts at approximately 260°C and loses significant strength well below this temperature. Welding sparks, hot surfaces, and exhaust contact can damage webbing instantly. Any sign of melting, glazing, or heat stiffening — retire immediately.

UV damage: Singapore's UV levels are among the highest in the world. Polyester degrades under sustained UV exposure — losing flexibility, becoming brittle, and losing tensile strength over time. UV damage is cumulative and not reversible.

Visually, UV damage appears as colour bleaching and surface brittleness. A sling that has been stored outdoors without cover in Singapore for an extended period should be formally inspected by a Competent Person even if no visible damage is apparent.


Distortion and Kinking — Retire if Persistent

A webbing sling that has been twisted, kinked, or permanently deformed should be straightened and re-examined. If the distortion cannot be removed and the sling does not hang straight and flat, retire it. A kinked or twisted sling distributes load unevenly across its width — reducing effective capacity.


Formal Inspection: Every 12 Months Minimum

In addition to the pre-use inspection before every lift, all webbing slings must be formally inspected by a MOM-recognised AE at intervals not exceeding 12 months.

What the Formal Inspection Must Cover

The AE inspection goes beyond the pre-use visual check to include:

  • Full examination of both faces and all edges of the complete sling body under good lighting

  • Careful examination of both eye connections including the stitching and any thimbles

  • Assessment of chemical contamination history — based on sling records and worksite environment

  • Assessment of UV exposure history — outdoor-stored slings in Singapore warrant particular scrutiny

  • Load history review — slings used frequently at or near SWL accumulate fatigue faster

  • Pass/fail determination for each sling

  • Written inspection record issued


What the Formal Inspection Record Must Include

  • Sling identification — serial number, SWL, date of manufacture

  • Date of inspection

  • Competent Person's name and qualification details

  • Findings — condition of webbing, eyes, stitching, and label

  • Pass/fail determination

  • Date of next required inspection

  • Signature of Competent Person

This record must be maintained in your lifting equipment register and be available for MOM inspection at any time.


Inspection Frequency for High-Risk Environments

12 months is the absolute minimum. For slings used in the following conditions, more frequent formal inspection is warranted:

  • Marine and offshore environments — UV, salt air, and moisture accelerate degradation

  • Chemical environments — potential for contamination requires more frequent assessment

  • High-cycle use — slings used multiple times daily accumulate load fatigue faster

  • Outdoor storage without cover — UV exposure in Singapore is intense year-round

FRT recommends 6-monthly formal inspection for slings used in marine, offshore, and chemical environments in Singapore.


When to Retire a Webbing Sling: The Complete Retirement Criteria

A webbing sling must be permanently retired from service when any of the following conditions are present. There is no acceptable repair for a condemned webbing sling:

Immediate retirement — no exceptions:

  •  Any cut penetrating through the outer yarn layer

  •  Any tear or rip in the webbing body

  •  Broken or pulled stitching at the eye connections

  •  Chemical staining, discolouration, or texture change suggesting chemical attack

  •  Heat damage — melting, glazing, burning, or hardening

  •  Eye distortion — narrowed, twisted, or deformed eye shape

  •  Missing or illegible identification label

  •  Thimble (if fitted) — cracked, deformed, or missing

  •  Involvement in a shock load event — even if no visible damage is present

  •  Unknown service history — any sling without a traceable test certificate

Retirement after Competent Person assessment:

  • Significant UV bleaching or surface brittleness

  • Advanced surface abrasion — Competent Person to assess depth and extent

  • Long outdoor storage history in Singapore climate

  • Any sling the pre-use inspector is uncertain about


Condemning a Retired Sling

When a webbing sling is retired, it must be rendered unusable before disposal. Do not leave retired slings in a store where they might be picked up and used. Cut the sling webbing in at least two places across its width before disposal. Mark it clearly "CONDEMNED — DO NOT USE" before cutting if there is any possibility of confusion.


MOM Documentation Requirements

Your lifting equipment register must record the following for every webbing sling in your fleet:

  •  Serial number and SWL

  •  Date of manufacture and purchase

  •  Date of last formal inspection

  •  Date of next required formal inspection

  •  Name and qualification of AE or Competent Person who carried out the last inspection
